Citizenship Income, what is it?

The Citizenship Income is the “single measure to combat poverty, inequality and social exclusion”
This measure has replaced the Inclusion Income.

How much is the citizenship income?


The amounts of citizenship income have a value between 480 and 9,360 euros per year
 . The economic benefit can, depending on the situation, consist of two parts:

1. The main part constitutes an integration of the family income and can go up to the threshold of 6,000 euros in the case of a family consisting of a single person. This value must be multiplied by the equivalence scale.
2. the other part is paid only to those who :
– are the holder of a rent and increase the check by an annual amount equal to the rent up to a maximum of € 3,360.
– to families who own the house purchased with a mortgage : in this case the integration reaches 1,800 euros and cannot exceed the mortgage payment.

The total amount made up of the sum of the two parts must not exceed 9,360 euros per year (780 euros per month), multiplied by the equivalence scale and reduced by the value of family income. PWS will assist you in applying for the citizenship income and submitting the application.

The procedure for obtaining citizenship income comprises three phases in all :

  1. the preliminary phase, in which the application is completed and sent to INPS
  2. the intermediate phase, in which the application is examined by INPS and possibly accepted
  3. the advanced phase, in which the applicant, after having received confirmation of the acceptance of the application, must sign the so-called Declaration of Immediate Availability for Work (DID), which is essential for activating the payment of the RdC. Furthermore, the DID will also be needed tomorrow, in the event of an application for renewal of the RdC, to ensure the continuity of its payment.

How is citizenship income calculated?

To calculate the amount of citizenship income, it is essential to check the composition of the family unit and multiply the maximum annual benefit by a multiplier that defines the equivalence scale.
Below we show the government published citizenship income equivalence scale

  • 1 adult 1: € 6,000.00
  • 1 adult and 1 minor: 1.2 7,200.00 €
  • 2 adults 1,4: € 8,400.00
  • 2 adults and 1 minor: 1.6 9,600.00 €
  • 2 adults and 2 minors: 1.8 € 10.800,00
  • 2 adults and 3 minors: 2 € 12,000.00
  • 3 adults and 2 minors: 2.1 € 12,600.00
  • 4 adults 2.1: € 12,600.00
  • 4 adults (or 3 adults and 2 minors) including a severely disabled or non self-sufficient person 2.2: € 13,200.00

PWS, subject to official confirmation from INPS, will already give you an estimate of how much money you will take before sending the application on the basis of the data presented in the ISEE declaration and information on the treatments provided. 

How long does the citizenship income last?


The citizenship income lasts 18 months
 . The amount is paid from the month following the request for a continuous period of up to 18 months. The beneficiary can in any case ask for a renewal, after a one-month suspension.

If I find a job, do I lose my citizenship income?

It depends … the citizenship income is not a measure intended only for the unemployed, provided that the salary received by one of the family members does not exceed the maximum income thresholds that give the right to citizenship income. If the threshold of family income and that of the ISEE value are not exceeded, the citizenship income does not lapse, this does not mean that the amount due is subject to a recalculation by the INPS.
Therefore, the holder of the Rdc or the member of the family unit who has found work or started an independent activity, has the obligation to report to INPS the start of the new work activity through the SR181-Extended form which must be delivered or sent to we at PWS within 30 days of the event .

The form must indicate the beginning of the work activity, specifying whether it is self-employed or employee. In the case of subordinate work, it is sufficient to send a single communication specifying in the same model the expected income for the calendar year of the start of the activity. For income from self-employment, however, the communication must be renewed every quarter indicating how much received from the activity in the last three months.

Remembering to submit the SR181 form within 30 days is very important: otherwise, in fact, the citizenship income forfeits.

There are also a series of situations and non-compliance for which the citizenship income lapses or the citizenship income is revoked, for example: failure to sign the Pact for work, failure to participate in initiatives aimed at reintegration into work. The subsidy also lapses if the third suitable job offer is refused in the course of 18 months (or the first, in the case of renewed RdC).

 

Requirements

 

First of all it is essential to obtain the ISEE to apply for the Citizenship Income, since the law provides that the family unit to which the applicant belongs falls within certain economic parameters, beyond which the right automatically expires.

To be exact, the family unit must be in possession of:

  • an ISEE value of less than € 9,360
  • a value of the real estate assets, other than the home, not exceeding 30,000 euros
  • a value of the movable assets not exceeding 6,000 euros for the single, increased based on the number of family members (up to 10,000 euros), in the presence of more children (1,000 euros more for each child beyond the second) or members with disabilities (5,000 euros more for each member with disabilities)
  • a family income value of less than 6,000 euros per year, multiplied by the corresponding parameter of the equivalence scale (equal to 1 for the first member of the family unit, increased by 0.4 for each additional adult member and by 0.2 for each additional minor component, up to a maximum of 2.1). This threshold is increased to 7,560 euros for the purposes of accessing the Citizenship Pension. If the household resides in a rented house, the threshold is raised to 9,360 euros.

It is also necessary that no member of the family unit possesses:

  • motor vehicles registered for the first time in the 6 months prior to the request, or motor vehicles with a displacement greater than 1,600 cc or motor vehicles with a displacement greater than 250 cc, registered for the first time in the 2 previous years (excluding motor vehicles and motor vehicles for which a concession is provided tax in favor of people with disabilities)
  • pleasure boats and ships (Article 3, paragraph 1, Legislative Decree 171/2005).

NATIONALITY, RESIDENCE AND STAY REQUIREMENTS
In addition to these income and capital requirements, the so-called “logistical” requirements are also needed, ie citizenship, residence and residence. According to the latter, the applicant must be:

  • an adult citizen of Italy or of the European Union, or a family member who holds the right of residence or the right of permanent residence
  • third-country national in possession of an EU residence permit for long-term residents
  • resident in Italy for at least 10 years, the last two of which continuously.

The requirements are therefore economic and extra-economic.

 

 

Citizenship income: how to get it?

 

In PWS it will be possible to first request and have the ISEE updated and then request the request and forwarding of the practice to INPS from the patronage service.
INPS will carry out its investigation to communicate the outcome of the request to PWS and the customer.
