Requirements
The issue of the Purchasing Card is intended primarily for families where there are:
- people aged 65 or over,
- children under the age of 3 (in this case the cardholder would be one of the parents). In addition, both the minor under 3 and the elderly aged 65 or over must:
- be in possession of Italian citizenship, or citizenship of a State belonging to the European Union, or family member of an Italian citizen, not having the citizenship of a Member State of the European Union, holder of the right of residence or the right of permanent residence, or family member of a Community citizen, not having the citizenship of a member state of the European Union, holder of the right of residence or the right of permanent residence, or a foreign citizen in possession of an EC residence permit for long-term residents, or political refugee o holder of a subsidiary position,
- be citizens regularly registered in the Resident Population Registry (Municipal Registry).
Furthermore, if the Purchasing Card is requested for a child under 3, the minor must not be, alone or together with the person exercising parental authority / custodial person and the other exercising parental authority / custodial person:
1. owner of more than one household electricity user,
2. owner of more than one non-domestic electricity user,
3. owner of more than two gas users,
4. owner of more than two vehicles,
5. owner, with a share greater than or equal to 25%, of more than one residential property,
6. owner, with a share greater than or equal to 10%, of non-residential properties, including those located outside the territory of the Italian Republic or cadastral category C7;
7. holder of movable assets, as noted in the ISEE declaration, exceeding 15,000 euros or, if held abroad and not already indicated in the ISEE declaration, not exceeding the same threshold once converted into euros at the exchange rate in force on 31 December of the year preceding the submission of the ISEE declaration.
For an elderly person aged 65 or over , the elderly person must have pension or welfare benefits which, combined with their own income, are for an amount of less than € 6,938.78 per year or (if aged 70 or over ) for an amount of less than 9,251.71 euros per year, in addition, the elderly must not be, alone or together with their spouse:
1. owner of more than one household electricity user,
2. owner of more than one non-domestic electricity user,
3. owner of more than one gas user,
4. owner of more than one vehicle,
5. owner with a higher share or equal to 25%, of more than one residential property,
6. owner with a share greater than or equal to 10%, of properties not for residential use, including those located outside the Territory of the Italian Republic or cadastral category C7,
7. holder of movable assets, as noted in the ISEE declaration, exceeding € 15,000 or, if held abroad and not already indicated in the ISEE declaration, not exceeding the same threshold once converted into Euro at the exchange rate in force on 31 December of the ‘year preceding the submission of the ISEE declaration,
8. recipient, finally, of food insured by the State or by other public administrations as hospitalized in a long-term care institution or detained in a prison.
