For low-income people, favorable economic conditions are envisaged to allow access to the fixed telephone network. These concessions relate to the VOCE offer of the operator TIM, as the only operator currently in charge of guaranteeing the supply of the so-called Universal Telephony Service.

The conditions of the VOCE offer, for the fixed network access service, provide for a monthly subscription fee of 18.87 euros (VAT included) and calls to national landlines and mobile phones at 10 cents / minute (VAT included), without connection fee.
