ISEE, what is it?

The ISEE, or the Equivalent Economic Situation Indicator , is the main instrument for accessing certain bonuses or subsidized social benefits. This is the economic “identity card” of the family unit, that is, of all the people listed on the so-called “family status” who appear to be cohabitants in a specific home.

WHAT IS THE ISEE FOR?
The ISEE is used to measure the overall economic level of the family unit, considering all the items of attributable “wealth”, such as real estate, financial income, various incomes, etc.

The ISEE is the weighted result of a set of mathematical and non-mathematical variables (such as the number of people in the family unit or the possible presence of disabled / invalids).

The ISEE is calculated on the basis of the data indicated in the Single Substitute Declaration (DSU) and remains valid until 31 December of the same year. The ISEE is valid for 1 year .

The ISEE is a tool used to verify whether a family is entitled or not to certain subsidies, benefits, concessions based on their economic condition. For example, it should be done for:

  • discounts on gas, water or electricity bills (i.e. so-called social bonuses),
  • discounts on the Telecom and RAI fees,
  • discounts on public transport,
  • discounts on university fees,
  • concessions for the disabled,
  • benefits for minors (for example the Baby Bonus).

WHAT TYPES OF ISEE ARE THERE?
In addition to the “standard” or “ordinary” ISEE, the types vary according to the service requested, and each can assume different calculation methods:

  • ISEE Università, for access to benefits for the right to university study,
  • ISEE Sociosanitario, for access to social and health services, for example home assistance for people with disabilities and / or non self-sufficient people or for admissions to protected socio-health residences,
  • ISEE Minors, for the subsidized services for minors who are children of unmarried parents and not cohabiting.

WHO CAN DO THE ISEE?
All citizens residing in Italy who wish to access social benefits, concessions, or various bonuses can apply for the ISEE.

Requirements

The ISEE criteria can also vary from municipality to municipality if the services are municipal.

What is meant by family unit for ISEE purposes?
The registry family is the set of people living together and residing in the same municipality, linked by:

  • marriage bonds,
  • relationship,
  • affinity,
  • adoption,
  • protection,
  • emotional ties.

ISEE: how to get it?

The taxpayer must submit, with the help of PWS, the Single Substitute Declaration ( DSU ). The declaration indicates:

  • all members belonging to the family unit,
  •  references of the dwelling house,
  • the related items of income and assets, movable and real estate.

The DSU is structured in different sections, called “modules”. In each form, certain information is required, such as:

  • the composition of the family unit,
  • the dwelling house,
  • the personal data of each individual member of the family unit,
  • movable assets,
  • real estate assets,
  • income,
  • any checks received,
  • the possession of vehicles.

To obtain the ISEE it is therefore mandatory to present the DSU. PWS will help you and carry out the consultancy and compilation service.
