Civil invalidity, what is it?

The categories that can access the protection of civil disability are the disabled and civil disabled, the blind and deaf, those suffering from thalassemia and sickle cell disease. The minimum degree of permanent reduction in work capacity, for the qualification of civil invalidity, is one third (33%) determined on the basis of the table, approved by decree of the Minister of Health of 5 February 1992:

  • up to 33% No recognition
  • from 46% Registration in the special lists of the Employment Centers for facilitated recruitment
  • from 33% to 73% Healthcare and tax breaks
  • from 66% Health ticket exemption
  • 74% to 100% Economic performance
 

Requirements

 

in the event of recognition of a degree of disability between 74% and 100%, or of deafness or blindness, in order to obtain economic benefits, INPS checks the socio-economic and income data transmitted electronically by the citizen. The economic benefits recognized and paid by INPS in the presence of the relative health and income requirements are:

  • For civil invalids:
  • disability pension (total invalids),
  • attendance allowance (disabled minors),
  • monthly allowance (partial invalids),
  • accompanying allowance.
  • for the civilian blind:
  • pension for the absolute blind,
  • pension for the partial blind,
  • special allowance,
  • accompanying allowance.
  • for the deaf: pension, communication allowance.
